Administrative and Logistics Security Specialist (ALSS)

 

 

I.                   BACKGROUND:

The Bureau of Diplomatic Security (DS) has organized and will operate a large protective services operation in
Baghdad, Iraq to provide for the personal protection and safety of the U.S. Embassy personnel.  This contingent shall be known as the Iraq Protective Operation (IPO) herein and is comprised of experienced, specially trained contractors working under the direction of Diplomatic Security Special Agents from the Regional Security Office and under the auspices of the Department’s Worldwide Personal Protective Services contract.  Additional support personnel are needed to assist this contingent.

 

II.               DUTIES AND RESPONSIBILITIES:

 

1.      The incumbent shall be directly responsible to the IPO/AIC who shall provide assignments, provide policy guidance, establish relative priorities, outline measurable goals and objectives and provide further instructions as required. The incumbent has the responsibility for planning and carrying out the assignments.

2.      The incumbent shall assist in the planning, development, and administration of a comprehensive administrative and logistics support program to serve the needs of the DS Agents  and Protective Security Specialists (PSS) working on the IPO. This includes overseeing, managing, and directing the overall inventory, accountability, warehousing, procurement, maintenance, repairs, and serviceability of all protective equipment, tactical equipment, supplies, fuel logs, KPR dispatch records, transfer of vehicles, and IPO vehicles. 

3.      The incumbent shall maintain an active and accurate record of all IPO personnel assigned equipment to include vehicles (both armored and unarmored), weapons, ammunition, radios, ballistic vests, ancillary protective equipment, vehicle equipment, medical kits and Chem-Bio equipment

4.      The incumbent will coordinate the shipment and receipt of equipment and materials with the U.S. Embassy and host country; documenting, as necessary, that the proper customs, procedures and standards are adhered to.

5.      In conjunction with existing warehouse operations, the incumbent shall maintain strict accountability of equipment, supplies, spare parts, etc. through a computerized file and accounting system.

6.      Prepares country clearance telegrams for all incoming and out-going personnel traveling to other countries in support of IPO.  Prepares travel locator telegrams for the movement of DS Agents assigned to U.S. Embassy Baghdad.

7.      Coordinates transport with appropriate security all incoming and outgoing IPO personnel to/from the airport and ensures housing needs are met both in-transit and in-country.  Arranges and/or confirms air transport schedule, following Post guidelines for various optional travel routings.

Administrative Tasks, Scheduling, and Reports:

 

8.      The incumbent shall establish and maintain daily, weekly and monthly schedules that reflect all the movements of protective operations personnel traveling with their principle.

 

9.      Twice daily the incumbent shall receive, maintain, update and disseminate a daily list of all scheduled moves.

 

10.  The incumbent shall act as the liaison between team leaders, individual detail members, and military escort personnel to insure prompt notification and coordination of all movements.

 

11.  The incumbent shall maintain complete familiarity of all site locations including GPS grid coordinates and maintain a master survey record of all sites.

 

12.  The incumbent shall establish and update a complete tracking record of all protective detail movements, IPO personnel, and Embassy offices for the principles.

 

13.  The incumbent shall utilize a customer service approach towards various Embassy offices requesting IPO support.

 

14.  The incumbent shall coordinate with IPO detail teams in advance for all upcoming major events.

 

15.  Attends regularly scheduled administrative meetings pertaining to the IPO and submits formal notes to the IPO/AIC for review.

 

16.  Gathers data for and prepares the weekly IPO Situation Report. This report is review by the IPO/AIC before dissemination to DS Headquarters and appropriate recipients as directed by the IPO/AIC. 

 

17.     Prepares other reports or official correspondence as requested by supervisory chain-of-command.

 

 

III.           SUPERVISION RECEIVED:

 

1.      Operationally reports to the IPO/AIC

2.      Administratively reports to DS and Contractor management.

 

 

 

 

IV.            QUALIFICATION REQUIREMENTS

1.      Mandatory Requirements:

 

§         U.S. Citizen

§         Applicant must possess a current Secret level security clearance prior to deployment

§         Applicant must be fluent in English

 

 

2.      Desired Skills:

 

§         Strong written and interpersonal skills

§         Proficient in Microsoft Word, Excel, Outlook and general computers skills

§         Experience working with a wide range of procurement logistics issues

§         Ability to maintain strong working relationships and deal effectively with high-ranking military officers and U.S. Embassy personnel

§         Ability to live and work in dangerous and difficult conditions

§         Overseas experience in administrative and logistical support issues
